Andalusian Government Advances Comprehensive Management Plan for Sierra de las Nieves and Surrounding Natural Areas

The Governing Council of the Junta de Andalucía approved the initial formulation of the Master Plan for Use and Management (PRUG) of the Sierra de las Nieves natural area on Wednesday, 21 May. The initiative, developed by the region’s Department of Sustainability and Environment, marks a significant step toward enhancing the protection and sustainable management of one of southern Spain’s most ecologically valuable landscapes.

While the PRUG is primarily focused on the Sierra de las Nieves National Park, its scope extends well beyond the park’s boundaries. The proposed framework incorporates several adjacent conservation zones, including Sierra Blanquilla, Sierra Bermeja and Real, Sierra Blanca, the Sierras del Alcaparaín and Aguas, and the Río Genal Valley. Key river systems with high ecological value—such as the Verde, Guadaiza, Guadalevín, Fuengirola, and Real—are also included in the plan.

According to the regional government, the PRUG is designed to align with existing sectoral regulations. It will address land use management, species conservation, ecological connectivity, and the sustainable use of natural resources. The plan also seeks to ensure that traditional economic activities—such as agriculture, livestock farming, forestry, and hunting—are compatible with conservation goals.

The PRUG is set to become the principal instrument guiding the regular management of Special Areas of Conservation (SACs) and Special Protection Areas (SPAs) for birds within the territory. Additionally, it will have implications for the broader Biosphere Reserve, which must conform to the guidelines of UNESCO’s Man and the Biosphere Programme.

Currently in its drafting phase, the new plan will not take immediate effect. The regulatory framework adopted in 2018 will remain in force until the PRUG is finalized and formally adopted. This existing regulation, the Junta affirms, ensures the uninterrupted application of conservation measures across the protected areas.

For areas not currently covered by the 2018 regulation, national environmental legislation will apply, allowing for the continuation of traditional practices that respect the natural integrity of the region.

The drafting process is being coordinated by the Directorate General for Protected Natural Spaces. It includes collaboration with the Council of the National Parks Network, the governing body of the natural space—formally established on 19 May—relevant government administrations, and local municipalities. Public consultation and engagement with environmental and social organizations are also integral to the process, ensuring broad participation and transparency.

Upon completion of these consultative and procedural steps, the plan will be submitted to the Governing Council for deliberation. If approved, it will be enacted through a formal decree under Andalusia’s territorial sustainability regulations.
