NBCUniversal and the U.K. government have announced a multibillion-pound project to construct a Universal-branded theme park and resort in Bedford, England. Scheduled to open in 2031, the development is set to become the largest visitor attraction in the United Kingdom and one of the most advanced theme parks in Europe.
The project, which will span a 476-acre site, is expected to create nearly 20,000 jobs during its construction phase. Upon opening, it will generate an additional 8,000 jobs across the hospitality and creative industries. According to projections, the resort is anticipated to attract 8.5 million visitors in its first year and generate close to £50 billion ($64 billion) for the U.K. economy by 2055.
The Bedford site will mark Universal’s first theme park and resort in Europe, expanding the company’s global footprint beyond its established parks in the United States. Plans include a theme park composed of multiple themed lands, featuring immersive storytelling, cutting-edge rides, and technologically advanced attractions. A 500-room hotel and an expansive retail, dining, and entertainment complex are also included in the initial phase of the resort.
NBCUniversal holds the theme park rights to the Harry Potter franchise, prompting speculation that its “Wizarding World” attractions may be included in the new development. Currently, the U.K. offers a film-centric Harry Potter experience through the Warner Bros. Studio Tour in London.
Comcast President Mike Cavanagh described the project as a “landmark destination” that complements the company’s U.S.-based parks. Mark Woodbury, chairman and CEO of Universal Destinations & Experiences, emphasized that the expansion aligns with a broader strategy to introduce the Universal brand to new global audiences.
The development is the result of a collaborative agreement between Universal, the Labour-led national government, and Bedford Borough Council. The partnership has been hailed as a significant endorsement of the U.K. economy and a symbol of deepening ties between the United States and the United Kingdom. Universal has also pledged to work with local colleges and universities, offering apprenticeships and internships aimed at building a skilled hospitality workforce. Approximately 80 percent of the park’s workforce is expected to be drawn from the surrounding region.
Prime Minister Keir Starmer’s government has linked the initiative to its wider economic strategy, positioning the park as a catalyst for revitalizing the Oxford-Cambridge corridor through investment in infrastructure, job creation, and economic growth. Culture Secretary Lisa Nandy welcomed the development, noting Universal’s portfolio of blockbuster entertainment properties and calling the investment a major boost for both tourism and the wider economy.
Chancellor of the Exchequer Rachel Reeves echoed that sentiment, framing the park as a signal of international confidence in the U.K. as a destination for business. “Universal’s investment will bring billions to the economy and create thousands of jobs,” Reeves stated.
The proposal remains subject to approval by the Ministry of Housing, Communities and Local Government. If approved, the resort is expected to transform Bedford into a prominent destination on the global entertainment map.
